PC TimeWatch fue desarrollado en colaboración con el equipo que creo las clásicas Utilidades de la Revista PC, y esto se refleja en la escogencia cuidadosa de caracteristicas y la interfase con el usuario amistosa. La idea para este programa fue inspirada por solicitudes de padres deseando administrar el tiempo que sus hijos usaban en el ordenador. PC TimeWatch permite a los padres definir reglas que deben ser discutidas con sus hijos. Una vez que las reglas esten aceptadas por todos, PC TimeWatch las impone automáticamente, por lo tanto elimina cualquier conflicto entre los padres y los hijos.
Los negocios también encuentran útil evitar que los empleados utilicen sus ordenadores para jugar (Note que PC TimeWatch no es un programa espía y no ejecuta ninguna actividad de registro—solamente controla el acceso.)
